Saudi Arabia Ends Kafeel System
Saudi Arabia has officially announced a major reform under its Premium Residency (Special Privilege Iqama) program for October 2025, giving expatriates the right to live, work, and invest without a sponsor (kafeel).
This update includes new fees, eligibility criteria, benefits, and an online application process, aligned with the Kingdom’s Vision 2030.
Two Types of Premium Residency in Saudi Arabia
According to the latest government update, Saudi Arabia currently offers two categories of premium residency for foreign nationals:
1. Permanent Residency (Lifetime Stay)
- One-time fee: SAR 800,000 (≈ USD 213,000)
- Duration: Lifetime residency
2. Renewable Residency (Annual Basis)
- Yearly fee: SAR 100,000 (≈ USD 26,700)
- Duration: Renewable every year
Both options grant residents long-term stability and freedom to manage their personal and business affairs in Saudi Arabia without a local sponsor.
Key Benefits of Premium Residency
Under this scheme, eligible foreigners can enjoy several exclusive privileges:
- No kafeel (sponsor) required for living or working
- Right to own property (except in Makkah, Madinah, and border areas)
- Freedom to run a business or take up employment
- Ability to sponsor spouse and children
- Visa-free entry and exit across the Kingdom
- Access to banking, education, and healthcare facilities
- Permission for international fund transfers
However, it’s important to note that Saudi citizenship or voting rights are not included under this program.
Eligibility Requirements for Applicants
To qualify for Saudi Arabia’s Premium Residency, applicants must meet the following criteria:
- Minimum age of 21 years
- Possession of a valid passport
- No criminal record
- Medically fit for residence
- Legal entry into Saudi Arabia
- Proof of stable income or financial resources
How to Apply for Saudi Premium Residency
Those interested can apply through the official portal by following these steps:
- Visit the official website: pr.gov.sa
- Create an account online
- Fill out the application form
- Upload required documents (passport, medical report, bank statement, etc.)
- Pay the application fee and wait for verification
The approval process usually takes 1 to 3 months, depending on document verification and background checks.

The Saudi government stated that this initiative is part of the Vision 2030 strategy, aimed at:
- Promoting economic diversification
- Encouraging foreign investment
- Attracting skilled professionals and entrepreneurs to contribute to national growth
By removing the kafeel condition, Saudi Arabia aims to make itself a global hub for talent, innovation, and investment.
